What is actually happening
Start with the disappointment, because it is more interesting than the marketing. Nothing is falling. There is no cascade, no current pouring off a ledge, no hole in the ocean. The sea around Mauritius is doing what sea does everywhere, which is lying more or less flat.
What produces the effect is the shape of the island under the water. Mauritius sits on a volcanic platform, and around most of its coast that platform extends outward as a shallow shelf before ending abruptly at a slope that drops into deep ocean. On top of the shelf there is sand: fine, pale, carbonate sand made largely of ground-up coral and shell. Currents and tides push that sand around continuously.
At the edge of the shelf the sand has nowhere left to go but down. It spills over the lip and slides down the slope, and it does not do so evenly. The slope is cut by channels, and the sediment concentrates into them, so instead of a uniform curtain you get distinct streaks that converge, narrow and disappear into the dark. Seen from directly above, with the pale sand bright against the navy of deep water, those streaks read to the eye as falling water.
It is, in other words, a real physical process rendering itself as an optical illusion. The sediment genuinely is falling. It is simply doing it at the speed of geology rather than the speed of a waterfall.
Why you cannot see it from a boat
The illusion depends entirely on viewing angle. From sea level you are looking across the surface, and everything below it is compressed into a thin band of shimmer. You cannot see the shape of the shelf, you cannot see the streaks, and you cannot see the depth contrast that makes the whole thing legible.
You need to be above it, and you need to be high enough that the pattern fits inside your field of view at once. A few hundred metres does it. Much lower and you see sand; much higher and the streaks flatten into a smudge. Light matters too: the sun needs to be high enough to penetrate the shallows and pick the sand out, which is why a scenic flight over a lagoon is a middle-of-the-day activity in a way that most photography is not.
This is the reason no boat operator sells the underwater waterfall and no amount of snorkelling will show it to you. It is not hidden. It is simply a pattern that only assembles from one vantage point, and that vantage point is an aircraft.

The eastern one, and the famous one
If you have seen a photograph of this phenomenon, you have almost certainly seen Le Morne. The southwest corner of Mauritius has a spectacular version of the same effect beneath the Le Morne Brabant peninsula, where the shelf edge runs close to a dramatic mountain and the composition is unbeatable. It is on the front of guidebooks and it is what the internet means by the phrase.
It is also on the other side of the island, roughly sixty kilometres away by air, and it is flown by operators working out of the southwest. A flight leaving from Palmar Beach on the east coast does not go there and does not pretend to.
What the east has instead is its own shelf edge off Grand River South East, where the island's largest river delivers sediment to the coast and the same physics does the same thing. The operator here calls it the eastern underwater waterfall, which is an honest name. It is less photographed, which for some people is the point, and it comes with a coastline of green ridges and river mouth rather than a single monumental peak.
Both are real. Neither is wet. If you book a flight on the east coast expecting the Le Morne composition, you will be looking at the wrong thing while flying over something perfectly good.
Getting a look at it
The practical consequence is that flight length decides whether you see it at all. The shortest option stays local to the lagoon off Palmar and Belle Mare and the water around Ile aux Cerfs. That is a genuinely good flight over the largest lagoon on the island, and it does not reach the shelf edge off Grand River South East.
The twenty minute flight does, and it is the one the operator sells most of. The thirty minute flight does as well, and continues further south to Lion Mountain and the coast beyond, which turns a single sight into a stretch of coastline.
Beyond that it is a question of conditions. The effect needs light on the water and it needs the surface reasonably calm, because chop scatters the light and blurs everything underneath it. Both of those are why the operator watches the wind and why the east coast, which faces the prevailing weather, produces more moved bookings than a sheltered west coast operation would.
When it works, it is one of the few things in travel that is genuinely better than its photograph, because the photograph flattens it and the eye does not. You get depth, motion in the water above it, and the slightly unsettling sense of looking at a cliff you are flying over.
